Your email about fireworks legislation in the Netherlands has been passed to me for reply.
In accordance with Article 3(1) of Directive 2007/23/EC of the European Parliament and of the Council on the placing on the market of pyrotechnic articles, fireworks shall be categorised by manufacturers according to their type of use, or their purpose and level of hazard, including their noise level. Article 6(1) of the Directive establishes as a general rule that Member States shall not prohibit, restrict or hinder the placing on the market of pyrotechnic article meeting the requirements of the Directive, including the essential safety requirements set out in Annex 1. In accordance with Article 8(3), compliance with relevant harmonised standards is taken as a presumption of conformity with these requirements. To take the example to which you refer, according to the relevant standard (EN 15947), category 2 bangers can have a maximum of 6g black powder.
However it needs to borne in mind that Article 6(2) of the Directive does not preclude Member States taking measures to prohibit or restrict the possession, use and/or sale to the general public of category 2 and 3 fireworks where justified on grounds of public order, security or safety, or environmental protection. The additional Dutch restriction limiting the black powder content of category 2 bangers to 2,5g would appear to be compatible with this derogation.

Kort gezegd is het dus zo dat Nederland met de RACT niet in strijd is met de Europese regelgeving.
