The 4th of february took effect the new norm that prohibits the minors of 12 years to buy or to manipulate pyrotechnics material, they have forbidden to throw firecrackers. Until now the norm said the limit was 8 years and now rises ro 12.

Those of Class II, fountains, rockets, wheels, volcanes, "whistle tubes", "bedrunners", tracas, flares, roman candles, suns, casings and similars, for 16 years old and those of Class III for 18 years old.
Another things marked is that will not be able to be sold separately nor masclets, nor other varieties of pyrotechnicses, they will have to be in a package. The pyrotechnics devices will have to be identified by their generic name. It is also regulated, the cataloguing, classification and labeled of products.

The Regulation of Explosives establishes 8 Classes of pyrotechnical devices, of which the following ones only can be used in general with recreational aims:
CLASS I: Pyrotechnical devices which presents a reduced risk and that is thought to be used in confined areas including the interior of buildings and houses.
CLASS II: Pyrotechnical devices that presents a reduced risk and that is thought to be used outdoors of confined areas.
CLASS III: Pyrotechnical devices that presents an average risk and that is thought to be used outdoors in ample and opened areas.
The regulation of this matter is established in the Order of 20 from October of 1988 (BOE Nº 260 of the 29 of October of 1988), ...

In the mentioned norm it is possible to emphasize the following aspects:
The sale of class III to the minors of 18 years is prohibited.
In the nonpermanent stores, understanding that such are those that must ask for authorization for the pyrotechnics sale for less than 30 days per year, won't be able to store more than 15 kg. gross of pyrotechnics material .
It is prohibited with general character the acquisition, sale and provision by stalls, of thunders of wick (masclets) of Class IV (more than 3 gr. of explosive).
It is prohibited specifically in the stalls, any type of manipulation of the pyrotechnical devices.
The use of "tro de bac" is limited to the festive acts like despertàs under the monitoring of the commissions of celebrations that will be in charge of safety measures, previous annual Resolution of the Delegation of the Government by whom it is authorized provisionally, the manufacture, manipulation and use of these devices.
