(News from fireworkstown.com) At present, China's fireworks export is experiencing some unprecedented difficulties, the direct reason being that some ports and shipping companies have stopped or are restricting the shipping of fireworks, but the deeper reasons for the plight come from the fireworks industry itself. Non-standard behavior like extensive use of the low-quality raw materials, the use of the instable new materials without safety verification, more powerful explosive products, a confused export market, transporting dangerous, highly sensitive goods with illegal declarations, etc., have led to lower safety and stability of fireworks, which erodes confidence in the fireworks industry. Therefore, fireworks industry and logistics industry must develop self-regulation rapidly in order to protect entire industry. And International Fireworks Association takes on an obligatory duty.

In order to realize this self-regulation effectively and end the present risky situation in the transport links, International Fireworks Association, following the establishment of the Expert Committee in 2007, is planning to set up a Fireworks Transport Committee. In doing this, the Association has the following things in mind:
1. The Transport Committee will be mainly made up of fireworks transport companies, shipping companies, ports, freight companies,fireworks companies and other departments, and its operation will be standardized and honest. Participants in the Committee should cover most of the fireworks and transport industries, enabling it to play a leading role in the whole area.

2. A full session of the Committee will be the highest decision-making institution, which will work on major issues, the direction of development, planning and electing the director, the deputy director and other candidates.

3. The Secretariat of International Fireworks Association will be the daily headquarters of the Committee, and it responsible for the implementation of the decisions and the plans formulated by the Committee. It will also be responsible for handling the daily affairs, issuing the documents, drafting the written material, etc. It will provide a link between government departments, international organizations, fireworks enterprises and transport-related parties.

4. After the establishment of the Committee, it will immediately address the following matters of self-discipline:
(1) To develop a "Fireworks Transport Self-discipline Pact" and set the industry’s standards, which will include honesty and penalty-regulations for the transport industry and clear product classifications for fireworks, an honesty-evaluation system for the fireworks business, cracking down on illegal fireworks smuggling networks, drawing up a blacklist system, etc.

(2) The fireworks containers of the members of the Committee will be standardized and supervised by the Transport Committee to ensure that the accepted products are safe and reliable, and at the same time to enable the implementation of “the Fireworks Transport Self-discipline Pact ".

(3) The Secretariat of the International Fireworks Association is responsible for the coordination with the management departments, the ports and the international regulatory organizations and for getting these organizations to recognize and accept the self-discipline system established by the Committee, allowing them to supervise fireworks containers more efficiently and concentrate their forces with the Committee to crack down on lawlessness and irregularities.

(4) The Secretariat of International Fireworks Association is responsible for the coordination with government departments, the fireworks industry and the transport industry to establish a general monitoring and controlling network against fireworks smuggling, and to facilitate the Government to crack down on all illegal business.
We believe that the above ideas will strengthen the self-discipline of the transport industry and safeguard their interests, which is also an effective approach to strengthen the self-regulatory sense of the entire fireworks industry. Only by uniting and working hard will we be able to protect our own security. Therefore, we present you with this proposal: to set up a Fireworks Transport Committee by our joint efforts to make our contribution to safeguarding the interests of industry, social stability and the people's life and property!

I think it is time for a change in China, and I tend to agree with what you have written. If exporters are made accountable it is a change in the right direction. Maybe there could be a register of companies that are willing to comply with shipping requirements.

Interesting stuff Victor,,,

Something has to be sorted soon, whilst we might scrape through the next year, if something isn't worked out I think next year could be very difficult for operators and consumers alike. I heard all production will cease during the Olympic Games? This will not help an already difficult situation.
