USA 500gram cakes: 3" bore shots legal

Many consumer stores are now carrying products in the "500g cake" category that contain 9 shots of 3" size shells. They don't break quite as hard as some professional shells, and they don't have salutes - but they have certainly taken consumer shells to a new level. I wonder how long until these are banned?

Brothers seems to be the most common brand on the shelf right now, but at the PGI convention I saw quite a few different brands.

These normally seem to sell for around $50-60 per unit.

I believe I've seen pictures around here somewhere of those 3" cakes.
However, they seem like some sort of hoax to me, because the 3" shell is just being used as a container for a 2" shell.

Do you know if all the 3" cakes of the 500 grams series are fakes like these or are there some genuine 3" cakes in between? Still looks impressive, though. :)

I have not dissected any of these products to check what comes inside. You could be right, it might be a 2" shell in there. If someone else bought one, I'd gladly open it, evaluate and photo it.. but I don't care enough to spend $50 of my own to do so.

The ones I've seen shot were mostly Brothers and I think I saw a few Pyro King (which is a brand of Victory Fireworks). They looked like considerably larger breaks than the regular 1.75 - 2" artillery shells, so I assumed that they are a legitimate 2.75 - 3" shell inside.
