As Meggsy said back last year, at the moment the onus is still on the companies themselves to ensure that the equipment they use is fit for purpose.
The BPA meeting, while very interesting only gave one company's reaction and response to the Wickstead Park incident. It was seen that the research they had done was relevant and the solutions they had developed for their own operations were acceptable to the insurers and the HSE, but owing to an unfortunate diary error there were no alternative viewpoints or solutions demonstrated or detailed (although some discussion of alternatives was made during the open session after the presentations).
My worry was that the described techniques would become some sort of de facto "standard" by which any other system of racking may be judged.
In answer to another question above... According to the presentation, the safety distance (spectators to racks) was in excess of 120 metres.
